            <content:encoded><![CDATA[<p>Below are statements from some of the candidates for this year’s elected positions. Please be aware statements are the expressed opinions of the individual candidate and not necessarily reflective of the Town’s beliefs. This page will be updated as submissions are received. The candidates below are not an exhaustive list of those running. <p><strong>Robert Turner (Candidate for Supervisors of the Checklist)</strong></p>
<p>“If you want to change the world, go home and love your family.” – Mother St. Teresa of Calcutta</p>
<p>I do want to change the world, so I strive to love my wife and our five children. OK, what else? I propose the next order of business is to “go home and love your town.”</p>
<p>Major headlines almost always talk about national and global events, but per the principle of subsidiarity, it is the person closest to something who ought to be responsible for it. Since newsworthy problems are typically so remote from us, their ultimate effects are a preoccupation with problems we cannot solve and a distraction from those we can. As a Supervisor of the Checklist, it will be my priority to encourage greater focus on our Town and School District, since I believe we are each responsible for their flourishing, and are each capable of making it happen.</p>
<p><strong>Jeffrey Carter (Candidate for Trustees of the Trust Funds)</strong></p>
<p>Appointed last summer as a Trustee of the Trust Funds [TTF] to fill a vacancy.  My objective in seeking a 3-yr term is to provide fiduciary oversight of a conservative investment strategy to 1) generate income and 2) grow principal to match/exceed the economic inflation rate, to partially offset escalating property taxes. My relevant experience includes:</p>
<ul><li>New Ipswich Resident since 2018</li>
<li>Retired Chief System Design Architect</li>
<li>MBA Degree with a focus in Investment Finance</li>
<li>Former City Counselor with an understanding of local government operations</li></ul>
<p><strong>Matt LaCoe (Candidate for Board of Selectmen)</strong></p>
<p>     Being eighth generation military, my family legacy has been safeguarding the people of the United States.  I put my name forward as Selectman to continue that service for our town.  Elected officials have the responsibility to protect the interests and common good of those they represent.  Living here since 2018, I don’t feel that decisions town officials have made always reflect that duty obligation, and that needs changing.</p>
<p>     Unlike others, I have no familial ties or hidden agendas to endorse.  Instead, I want to work to find solutions to our fiscal challenges while ensuring people’s rights and interests are protected.  Ensuring decisions made on behalf of our town are done fairly, with sound mind and proper equity.  Our current course is not sustainable and must change.  As a single voice on the Selectman’s Board, I cannot promise results however, what I can promise is effort. </p>

<p><strong>Lyla Buxton (Candidate for Planning Board)</strong></p>
<p>Hello everyone! </p>
<p>My name is Lyla Buxton and I’m running for planning board this year! </p>
<p>From being 8 years old in selectmen meetings to now going to as many town meetings I can has inspired a love to not only be an active member of our community but to serve our community as well. </p>
<p>I’m interested in serving on the planning board due to the ability to think in a futuristic and historical way. In a town as special as new Ipswich, there is such a rich history that deserves to be preserved while also finding innovative ways to spread that history to new members of our community. Through the planning board I hope to take advantage of that intersection and find new and exciting ways to celebrate our community in this technical way. </p>

<p><strong>Deborah “Debster” DeSantis (Candidate for Supervisors of the Checklist)</strong></p>
<p>Thank you for the opportunity to share a little about myself and why I’m running for Supervisor of the Checklist. My name is Deborah “Debster” DeSantis and I’m delighted and honored to be on the ballot for the March 10th election.</p>
<p>I have proudly called New Ipswich home for more than 30 years. I work full time in database engineering, and in my free time I’m an avid runner and cyclist who enjoys our beautiful country roads. Running through New Ipswich reminds me every day how fortunate we are to live in such a welcoming and supportive community.</p>
<p>After living here for so long, I feel a strong responsibility to give back to the community that has given me so much. I also believe deeply in the importance of fair, accurate, and transparent elections. I’m committed to doing my part to support that process in New Ipswich.</p>
<p>In previous elections, I served as a ballot clerk. It was an incredibly rewarding experience. I enjoyed meeting fellow residents, checking in registered voters, and helping make Election Day a smooth and positive experience for everyone who came to vote.</p>
<p>Following the recent Presidential election, I was approached about serving as a Supervisor of the Checklist. Over the past six months, I’ve worked hard to learn the responsibilities of the position, including completing state training, and gaining hands-on experience with New Hampshire’s centralized voter registration system.</p>
<p>I would be both thrilled and honored to earn your vote on March 10th. If elected, I promise to serve you, the residents of New Ipswich, with diligence, professionalism, and integrity.</p>

<p>Our crews are actively working on roadside trimming in the areas of Ashby Road, Perry Road, River Road, Goen Road, and other roads on that side of town.</p>
<p>This work will continue throughout the summer and into the fall to help keep roads clear and improve visibility and safety.</p>

<p>In every community, there are individuals who run toward danger while the rest of us seek safety. Firefighters are among the bravest, most selfless people, always ready to respond when emergencies arise. TODAY, the town of New Ipswich has an opportunity to show its appreciation in a meaningful and delicious way.</p>
<p>TODAY, El Taco Lalo Mexican Restaurant is partnering with the New Ipswich Firefighters Association for a special give-back event. For one day only, 10% of all sales will be donated to the Association to support their mission of protecting and serving our community.</p>
<p>This initiative is more than just a fundraiser, it’s a chance for residents to come together and show gratitude to the men and women who put their lives on the line for us every day. Whether they’re responding to house fires, motor vehicle accidents, or medical emergencies, New Ipswich firefighters are there when we need them most.</p>

By updating the Hazard Mitigation Plan every five years, the Town remains eligible to receive grant funding for mitigation projects. The most recent update was prepared by the New Ipswich Hazard Mitigation Planning Team with help from the Southwest Region Planning Commission (<a href="https://www.swrpc.org/new-ipswich-hazard-mitigation-plan-comment-period/" rel="nofollow" target="_blank">SWRPC)</a>. The 2025 Draft Hazard Mitigation Plan Update is available for public review and comment online, <a href="https://www.swrpc.org/wp-content/uploads/2025/11/New-Ipswich-LHMP-2025-Public-Comment-Draft.pdf" rel="nofollow" target="_blank">here</a>, or at New Ipswich Town Offices during regular business hours from <strong>Friday, November 7, through Friday, December 12, 2025</strong>.</p>

<p>In recent months, the Town of New Ipswich has come together in a powerful and compassionate way to support one of our own, a brave young boy named Isaac Phillips, a student in our school district, who courageously battled cancer with strength far beyond his years.</p>
<p>Our community showed love and solidarity by choosing to Go Gold for Isaac, tying yellow ribbons around homes, businesses, trees, and town buildings. It was a simple but deeply meaningful gesture to remind the Phillips family they were not alone in their fight. That Isaac’s courage was seen. That their pain was shared. That their town was behind them.</p>
<p>We are heartbroken to share that Isaac has now passed peacefully, surrounded by love. Though there are no words that can fully express the depth of this loss, there is unity in our mourning.</p>
<p>As we grieve together, those yellow ribbons now take on new meaning. They are no longer just symbols of a fight, they are symbols of remembrance, of community, and of love. Let them fly high in Isaac’s honor! Let them remind us of the light he brought, the bravery he showed, and the bond we share as a town that wraps its arms around one another in both struggle and sorrow.</p>
<p>To the Phillips family, your strength has inspired us. Your pain is our pain. You are not alone now, just as you were never alone then.</p>
<p>We ask our residents to keep their ribbons up and their hearts open. May Isaac’s memory live on through every flutter of gold in the breeze.</p>

All infants have been hospitalized, but no deaths have been reported. The FDA has expanded the recall to include ALL lots of ByHeart Whole Nutrition infant formula due to concerns about potential contamination with <em>Clostridium botulinum</em>. </p>

<p>A reminder from the New Ipswich Fire Department:</p>
<p>It’s that time of year again, most of our snow is gone and permits are now required for any outdoor burning. It is the law in the state of New Hampshire that any time you kindle a fire outdoors you need a permit. Permits can be obtained by going to the Town Office during normal business hours OR going to the following site to purchase one from the state <a href="https://nh.burnsafeamerica.com/?fbclid=IwZXh0bgNhZW0CMTAAYnJpZBExVDJoakRJSWlKQWVhQmplR3NydGMGYXBwX2lkEDIyMjAzOTE3ODgyMDA4OTIAAR6IrQHbOfhrzE96DJ5OEjqM8qmUaN_1KLNMdAtIdmpULiAtSsTwYNmFKFXNzA_aem_bD3XoCMpyS50HVsFcKj9TA" rel="nofollow" target="_blank">https://nh.burnsafeamerica.com/</a>. The fee associated with the online permit goes directly to maintaining the website. As always if you have a question regarding burning, please contact the fire station at 603-878-1364 and leave a message, someone will get back to you as soon as they can. Below is a break down of the fire permits you can obtain.</p>
<p>“Category I Fire” means a small, controlled fire, such as a camp or cooking fire, contained within a ring of fire resistive material or in a portable fireplace no greater than 32 inches in diameter, for which a permit can be issued on a seasonal basis, and that is located at least 25 feet from a structure. A category I fire, conditions permitting, may be kindled with a permit at any time of day whether raining or not.</p>
<p>Category II Fire - means a controlled fire, such as a camp or cooking fire, no greater than 4 feet in diameter contained within a ring of fire resistive material or in a portable fireplace and located at least 50 feet from structures. A Category II fire, conditions permitting, may be kindled with a permit only between the hours of 5:00 p.m. and 9:00 a.m. unless it is actually raining.</p>
<p>“Category III Fire” means any other fire, not a Category I or Category II fire or a fire greater than 4 feet in diameter or a fire not contained within a ring of resistive material and located at least 50 feet from structures. A Category III fire, conditions permitting, may be kindled with a permit only between the hours of 5:00 p.m. and 9:00 a.m. unless it is actually raining. Category III permits may be issued for up to 7 days.</p>
<p>*All FIRES MUST BE ATTENDED UNTIL FULLY EXTINGUISHED!*</p>
<p>“Active rain”- the best way to describe it is, when you’re driving down the road and have to use your windshield wipers to see, that’s consider active rain. If it’s misting that is not considered active rain.</p>

<h2>What you need to know about vehicle inspections, emissions and On-Board Diagnostics.</h2>
<h3>Public Guidance on Vehicle Inspection Program Status - Jan. 30, 2026</h3>
<p>The New Hampshire Department of Justice and Department of Safety are providing an update on the state’s vehicle inspection program following a federal court order issued on January 27, 2026:</p>
<ul><li>The federal court has ordered a continuation of the state vehicle inspection program. The State intends to appeal this court order.</li>
<li>In the interim, due to the public’s reasonable expectation that the program was ending on January 31, 2026, the Department of Safety is extending the deadline to obtain a state inspection to April 10, 2026, for any vehicle with an inspection that expires prior to March 2026.</li>
<li>A request to extend a contract to continue operation of the program is anticipated to be considered by the Executive Council in the near future.</li>
<li>Further guidance will be provided as this situation continues to develop.</li></ul>
<p>Under state law passed last year, New Hampshire’s required vehicle inspection program was scheduled to end on January 31, 2026. However, before that change took effect, a federal court ordered the State to keep the inspection program in place for now. As a result, the vehicle inspection program will continue after January 31, 2026.</p>
<p>The State disagrees with the court’s preliminary injunction, plans to appeal the court’s decision, and will seek to pause the ruling while the appeal is underway. In addition, future legislative action or court developments could change the status of the inspection program.</p>
<p>We understand that these changes may be confusing or frustrating for New Hampshire drivers. If there are any updates, the State will share new guidance at <a href="https://www.dmv.nh.gov/vehicles-boats-and-titles/www.dmv.nh.gov" rel="nofollow" target="_blank">www.dmv.nh.gov</a> and will work to provide additional flexibility where appropriate.</p>]]></content:encoded>

<h3>A Message from the Owners of Waterloom Pond Dam:</h3>
<p><em>“We’ve unfortunately hit a snag - operating the head gate for the first time in many years led to one of the 146-year-old cast iron pinions snapping, and we now cannot close the main door. We are in the process of having replacement parts manufactured, but the lead time is long. As we indicated at the town meeting last year, the major problem with the Waterloom Pond Dam is that it was originally built in 1776, and it’s been decades since any amount of minor maintenance has been done and likely over a century since any major maintenance has been done (the Army Corps report from 1931 indicates several of the same maintenance issues that we’re working on now that have not be addressed since then.) We’re working as quickly as we can with the funds we have to do the required restorations, however we really don’t want a failure to cause us to lose the dam forever, so we’re being thorough and methodical with our inspection and repair process.</em></p>
<p><em>We’ve notified FERC, NHDES Dam Bureau and the town about the delay. We hope to have the head gate operational by the end of the year, which will allow the pond to re-fill then. We then hopefully have just one more dewatering at some point in the next 3 years, which will allow us to install a stoplog to prevent needing to dewater to do routine maintenance in the future.”</em></p>]]></content:encoded>

Any person on the checklist who has not voted in the last five years must re-register to remain on the checklist, unless the voter registered after the last state general election.</p>

The Supervisors of the Checklist are required to send notice letters to these voters at the address each voter provided when registering.</p>
<p>The Supervisors of the Checklist are meeting on Friday, May 15th, 2026 from 3:00 PM to 4:00 PM at the Town Hall (661 Turnpike Rd) to review and print the verification list. At this time, the Supervisors will begin the process of mailing notice letters.</p>

The Supervisors of the Checklist will hold an additional session on Monday, June 22nd from 10:00 AM to 11:00 AM at the Town Hall (662 Turnpike Rd). During this session, voters can register to vote, re-register to vote, make corrections to the checklist, and can change party affiliation. Voters who wish to register to vote for the first time must bring proof of identity, age, citizenship, and domicile.</p>

<p>The Town’s Finance Advisory Committee (FAC) is looking for volunteers to join the team. The committee plays an important role in reviewing town budgets, keeping an eye on spending, and making sure taxpayer dollars are used wisely.</p>
<ul><li>You don’t need to be a financial expert, just someone who cares about the community and wants to help keep things running smoothly. It’s a great way to learn more about how the town works and to have a voice in local decision-making.</li>
<li>The FAC meets on Mondays at 5:00 PM at the Town Offices (661 Tunrpike Road) and works closely with town officials to provide recommendations and promote transparency.</li></ul>

<p><strong><em>Scheduled Maintenance and Drawdown at Waterloom Dam Begins August 1, 2025.</em></strong></p>
<p>Madko Energy, LLC has announced the temporary closure of Waterloom Dam in order to complete scheduled maintenance on the headgate assembly, which is currently rusted shut. The work will require a drawdown of the pond, beginning on August 1, 2025.</p>
<p>The drawdown process is expected to take several weeks, depending on weather conditions, as water levels are gradually lowered to allow for safe access and repairs. Once the water level has been sufficiently reduced, maintenance work on the dam will begin and is anticipated to take approximately 4 to 6 weeks to complete.</p>
<ul><li><p>The New Hampshire Department of Environmental Services (NHDES) has been notified and is aware of the upcoming work.</p></li>
<li><p><strong>Members of the public are reminded to stay off the dam property during this time. The area will be an active and potentially hazardous construction site and is also private property.</strong></p></li>
<li><p>Water levels in the pond will drop to approximately the same extent as during last year’s emergency dam work. Once maintenance is completed, pond levels are expected to return naturally over time with the help of seasonal precipitation.</p></li></ul>
