NH DRA - Timber Tax

Most timbering operations are required to file a Notice of Intent to Cut with the Town. If, however, you are just looking to have some shade or ornamental trees cut within striking distance of a building, you do not need to notify us. You are also allowed to have cut 10,000 board feet of saw logs and 20 cords of fuel wood without notification, provided they are solely for the personal use of the owner (not to be resold). The same amount is allowed if you are clearing land to put in a house, provided you have first obtained all the permits required for the land conversion, including a building permit. You may also cut, or have cut, any amount of firewood used for maple syrup production, as well as Christmas trees, fruit trees, nursery stock and short rotation tree fiber. Otherwise, if you or your logger intends to harvest timber, even if you do not receive any money from the project, you are required to file a Notice of Intent to Cut with the Town. Since many departments review the paperwork, you should file about a month before you wish to start the timber harvesting.

Board of Selectmen

The duty of the Board of Selectmen, as per RSA 41:8, is to “manage the prudential affairs of the Town.” The Board of Selectmen establish polices, set the long term goals and direction for the provision of municipal services and review and authorize budgetary expenditures and other appropriates deemed necessary for municipal services.

Cemetery Trustees

There are four sources of income to maintain town cemeteries:

  • Perpetual Care Trust Fund: The interest transfers to the Maintenance Trust Fund.
  • Maintenance Trust Fund: Prices have been increased this year. This money is used for capital improvements.
  • Cemetery Budget: Used for yearly maintenance and the Sexton’s salary.
  • Warrant Articles: When there is a major project.

There is ample room in Central Cemetery for expansion, but South Cemetery is filling up. In 2006, through the generosity of a donation by Ed Morrill, .35 of an acres was made available on the east side to expand. We thank Ed Morrill for his generosity.

A town is often judged by the way its cemeteries look and are managed. Please help us to show that we care for and respect the deceased by continuing to provide funds to maintain these places of beauty by voting for the budget, passing the warrant article, and leaving a gift to the Perpetual Care Fund in your will.

Conservation Commission

The purpose of the Conservation Commission is to insure the proper utilization and protection of the natural resources and for the protection of the watershed resources of New Ipswich.

The Conservation Commission may receive gifts of money and property, both real and personal, in the name of New Ipswich, subject to the approval of the Board of Selectmen, such gifts to be managed and controlled by the Conservation Commission for the purposes outlined in the above paragraph.

The Commission may acquire land in the name of the town, with the approval of the Board of Selectmen, by gift, purchase, grant, bequest, lease, or otherwise. The Commission manages and controls such land, but any fee interest in the land is held by the Town of New Ipswich.

The role of the New Ipswich Finance Advisory Committee is to support the Town Department Managers with developing, presenting and monitoring the fiscal year operating budgets, while reporting to the Board of Selectmen.

Heritage Commission

Mission Statement: The mission of the New Ipswich Heritage Commission, in accordance with Chapter 674:44 of New Hampshire statute Title LXIV (Planning and Zoning) is to increase public awareness and appreciation of our historic properties and places. To that end the Commission shall inventory our community’s cultural resources, conduct research and publish findings on structures or areas of historical significance to our community. The Commission may receive gifts of money and property, both real and personal, in the name of the Town, subject to the approval of the Town Selectmen. The New Ipswich Heritage Commission will also act as a resource to the Planning Board and other Town agencies where the Town’s cultural and historical resources are addressed.

Stone Walls in New Ipswich

  • Stone walls are everywhere in New Ipswich. They were built throughout New England primarily to clear the land for farming and for creating property delineations. They are quintessential New England as much as the fiery red maples in the fall. These stone walls are very much a part of our heritage.
  • There have been instances of people taking stones from these walls. There is something very compelling about old, weathered stones and some believe they are there for the taking. They are not! When stone walls are on your property decisions with respect to their future belong solely to you, or to you and your neighbor if the wall acts as a property divider. If you see anyone removing stones from old stone walls, what they are doing is actually against the law.
  • We need help to document the stone walls of New Ipswich, especially those on public land and those abutting highways. Contact the Heritage Commission if you would like to volunteer help with this survey.

Planning Board

Duties: It shall be the duty of every planning board established under RSA 673:1 (Establishment of Boards) to prepare and amend from time to time a master plan to guide the development of the municipality. A master plan may include consideration of any areas outside the boundaries of the municipality which in the judgment of the planning board bear a relation to or have an impact on the planning of the municipality. Every planning board shall from time to time update and amend the adopted master plan with funds appropriated for that purpose by the local legislative body. In preparing, amending, and updating the master plan:

  • The planning board shall have responsibility for promoting interest in, and understanding of, the master plan of the municipality. In order to promote this interest and understanding, the planning board may publish and distribute copies of the master plan, or copies of any report relating to the master plan, and may employ such other means of publicity and education as it may deem advisable.
  • The planning board shall also have authority to make any investigations, maps and reports, and recommendations which relate to the planning and development of the municipality. More

Stearns Burton Lecture Committee

The Stearns Burton Lecture Fund was established by Captain Albert Stearns in 1899 to annually “provide a course of non-sectarian, free lectures” which would be “instructive… to the inhabitants of New Ipswich” .

  • Albert Stearns was a descendent of the first settler Isaac Stearns. Albert spent his boyhood in New Ipswich. He became a Captain in the Brooklyn, New York, Police Department, a Major in the Union Army during the Civil War, a provost Marshall and judge in Louisiana and afterwards resided in Syracuse, NY, as a superintendent of a chemical works company. He never returned to live in New Ipswich but was very loyal to the Town and established this Fund in 1899, his total gift being $7,000 for the support of annual free lectures and entertainments for the Town.
  • Frances Rebecca Jones Burton was born in New Ipswich, daughter of Frederick Jones (a very prominent physician and educator in New Ipswich and nationally) and Caroline Frances Gibson (daughter of a prominent family of physicians). Frances married George D. Burton (a promoter of the Burton Stock Car and many electrical devices and machines). She lived in New Ipswich her entire life, attended Appleton Academy and studied art in Boston, specializing in flowers and nature. Her work includes oils, watercolors, needle works, and china designs. In 1937, she added $3,000 to this Fund.

We do not know what the connection was between the two families, but as they both lived in what is now called Gibson Village, there undoubtedly were ties.

Trustees of the Trust Funds

The Trustees of the Trust Funds (TTFs) are custodians of taxpayer-funded and privately donated charitable trust funds held by the Town of New Ipswich (TONI) for a specific purpose to benefit the public. TTFs operate in a fiduciary capacity to manage fund investments and make asset allocation decisions with an adopted investment policy updated annually. TTFs make project expenditure decisions from privately donated funds based on the donor’s stated wishes and taxpayer funded capital reserve or expendable trust funds based on the voter adopted town warrant articles. Distribution of funds occurs at project completion and receipt of the final billing invoice. TTFs submit the required annual trust fun reports to the New Hampshire Department of Revenue Administration and the Charitable Trusts Unit.

Video Committee

The Video Committee is responsible for the recording and broadcasting of the Board of Selectmen’s meetings. A Videographer attends every selectmen’s meeting and records the entire meeting. The resulting video is then used for Broadcasting or Webcasting.

  • Broadcasts of Board of Selectmen’s meetings may be seen on the Comcast Public Access Channel (22).
  • WebCasts of Board of Selectmen’s meetings are available from the Video Library

Webcasts offer on-demand viewing of selectmen’s meetings by New Ipswich citizens and interested parties who do not have access to New Ipswich’s Public Access Channel (e.g. contractors, engineers, attorneys). It also offers the viewer the ability to view only the portions of the video which may be of interest to them.

Zoning Board of Adjustment

The Zoning Board of Adjustment is a quasi-judicial body which hears and decides four types of zoning adjustment applications: Variances, Special Exceptions, Appeals from Administrative Decisions, and Equitable Waivers of Dimensional Requirements. New Hampshire’s planning enabling legislation, Revised Statutes Annotated (RSA) 672-677, and the New Ipswich Zoning Ordinance provide the legal basis for the Board of Adjustment’s work.

The Zoning Board of Adjustment meets in the Board Room at the Town Offices (661 Turnpike Road, New Ipswich, NH 03071) monthly on the first Thursday of every month.
