Town Moderator - Robert Romeril

RSA 40:4 Duties of the Town Moderator

  • I. The moderator shall preside in the town meetings, regulate the business thereof, decide questions of order, and make a public declaration of every vote passed, and may prescribe rules of proceeding; but such rules may be altered by the town.

  • II.

    • (a) If the National Weather Service issues a weather event warning applicable to a town on the date of a deliberative session or business session of a town meeting, which the moderator reasonably believes may cause the roads to be hazardous or unsafe, the moderator may, up to 2 hours but not more than 48 hours prior to the scheduled session, postpone and reschedule the session of the meeting to another reasonable date, place, and time certain. If an accident, natural disaster, or other emergency occurs which the moderator reasonably believes may render use of the meeting location unsafe, the moderator may, at any time prior to the scheduled deliberative or business session, postpone and reschedule the session to a date, place, and time certain. To the extent practical, prior to making a decision to postpone, the moderator shall consult with the governing body, the clerk, and as appropriate for the circumstances the police chief, the fire chief, the road agent, and the local emergency management director. The moderator shall employ whatever means are available to inform citizens of the postponement and the rescheduled date or dates.
    • (b) In the event of a weather or other emergency as described in RSA 669:1 that occurs on or before the date of an official ballot voting day as defined in RSA 652:16-g, which the moderator reasonably believes may cause the roads to be hazardous or unsafe, the moderator may postpone the session in accordance with RSA 669:1 and RSA 669:1-a.
    • (c) The date originally scheduled shall continue to be deemed the deliberative session, business session, or official ballot voting day of the meeting for purposes of satisfying statutory meeting date requirements; provided, that in towns or districts that have adopted RSA 40:13, the postponement shall not delay the deliberative session more than 72 hours.

Dog Licensing

Your dog must be licensed even if it stays inside. Current rabies certificate must be present at time of licensing.

  • All Dog Licenses Expire April 30th

A rabies clinic is held mid-April every year at the highway garage. Licenses will be available for residents in the clerks office. We will be open for dog licensing only, during the clinic.

  1. To renew by mail, send a copy of current rabies certificate, self addressed stamped envelope and check made payable to the Town of New Ipswich for the appropriate amount. If a self addressed envelope is not included, licenses will be held with the Town Clerk for pick up.

License Fees:

  • Not spayed or not neutered…$10.00
  • Spayed or neutered…$7.50
  • Puppy…$7.50
  • Person age 65 and over 1st dog only…$3.00
  • Group license (5 or more dogs)…$20.00

After June 1st there is a $1.00 per month late fee. I must start civil forfeiture procedure in June, this costs all of us. Then there is a $25.00 fine plus license fees and late fees. There is a $5.00 service charge as well. If these notices are ignored, it means you will appear in court. Once the process starts its out of my hands. This is all outlined in NH RSA 466

New licenses available starting the second week in January.

Rabies certificates must be current in our system to renew online.

Marriage License

Please arrive at the Town Clerk’s office at least one half hour before closing time to process the license.

You must obtain a marriage license in New Hampshire if you are getting married in New Hampshire no matter where you reside.

Requirements:

  • 18 years of age.

  • Both parties must appear in person and sign the application

  • Fee: $50.00 for your license and $15.00 for the final certificate

  • Required Documentation:

    • Birth Certificate
    • Picture ID
    • Certified copy of annulment, final divorce decree or death certificate, if applicable.

A license may be issued the day of application with all documentation. License is valid for 90 days.

Vehicle Registration

Motor Vehicle / Boat Registration

  • All vehicle registrations begin at the Town Clerk’s office. Please bring valid Driver’s License.

Renewals:

  • Renewals should be done during the birth month of the first person on the registration. The old registration or a copy of your renewal notice should be presented at the time of renewal. You may renew for other people with their registration or renewal notice and your photo ID.

Renewal By Mail:

  • Please mail in your renewal notice along with a single check for any and all transactions payable to the Town of New Ipswich, separate State check is no longer needed. A self addressed stamped envelope must be included for us to mail it back. If the envelope is not included, the registration will be held at the Town Clerk’s Office for pick up.

Transfers:

  • You must bring in the current registration along with the title or the blue title application and bill of sale for the vehicle you wish to transfer to. You will not be able to transfer without the registration. The State will allow you to pay $18.00 for a reprint of your registration if you have lost your current registration.

New Registration

Vehicles from the year 2000 and newer require a title. You can not register a vehicle without a title or a blue title application. Vehicles 1999 and older require a bill of sale and one of the following:

  • valid out of state title
  • previously issued New Hampshire registration
  • Verification of VIN form (TDMV 19A) available at the Town Clerk’s office or download from the State website (https://www.dmv.nh.gov).

When a new Title is created, ALL parties being listed on the title must be present to sign the application. Under 18 years of age must have parent fill out a parental consent form every year until 18 years of age. If you have moved here from another state and your vehicle is less than 15 years old you will need to convert your out of state title to a New Hampshire title. If your title is held by an out of state lien holder, you will need to bring in your vehicle information and lien holder name an address and apply for a title. You CAN NOT register your vehicle without your title. If you’re new to town, you must provide proof of residency in the form of a utility bill or legal document with your street address.

Boats:

Boats can be registered at the Town Clerk’s office. There is a $5.00 Municipal agent fee added to your registration fee.

  • For renewal bring in the current registration or renewal notice.
  • For a new registration of a New Hampshire boat new to you, you will need a bill of sale and old registration. For an out of state registered boat new to you, you will need a bill of sale and a vessel verification form (157 A) available at the Town Clerk’s office.

Voter Information and Forms

The attached Application for Absentee Ballot can be filled out and returned to the New Ipswich Town Clerk-Tax Collector’s office and an absentee ballot will be mailed out to you. Once the Application for Absentee Ballot is completed, you can return it to the Town Clerk-Tax Collector’s office one of three ways:
